How Much Longer Can Four Corners Cover For The Failure Of Due Diligence Behind Cairns Council’s $472 Million Water Security Grant?

There comes a point when media silence stops looking like an oversight and starts looking like protection.

That point has arrived.

How much longer can the ABC’s flagship investigative program, Four Corners, continue refusing to examine the catastrophic lack of due diligence behind Cairns Regional Council’s $472 million Water Security Grant?

This is nearly half a billion dollars of public money. Yet the central claims used to justify the grant appear to collapse the moment anybody examines the actual water market.

Since 2005, the only unallocated water in Tinaroo Dam has been the unsold portion of the delivery-efficiency gains auctioned in 2024. This means approximately 220,000 megalitres is available within the Barron–Tinaroo water market for Cairns.

The water released through the Barron Gorge Hydroelectric Power Station and dumped into the ocean at Cairns is not some ownerless supply waiting to be claimed. It belongs to existing allocation holders.

So where was the due diligence?

Who independently verified the water-availability claims?

Who checked the ownership of the water?

Who examined the existing Barron–Tinaroo market before committing taxpayers to a $472 million project?

Who considered whether additional water savings could have been achieved by covering irrigation channels with solar panels, simultaneously reducing evaporation and generating electricity?

And who benefited from these obvious questions never being properly asked?

The advice relied upon to justify the grant is now the subject of a formal complaint. Multiple federal and state watchdogs have declined to investigate, hiding behind convenient jurisdictional gaps while responsibility is passed from one bureaucracy to another.

And through all of it, the ABC has remained silent.

Not one serious investigation.

Not one forensic examination of the grant process.

Not one meaningful challenge to the assumptions used to justify spending $472 million.

Not one demand for the underlying calculations, water-market analysis or independent due-diligence records.

This is exactly the kind of story Four Corners claims to exist for: enormous public expenditure, questionable advice, regulatory buck-passing, disputed water claims and governments refusing to answer basic questions.

Yet Four Corners will not touch it.

Far North Queensland already suffers from a severe shortage of genuine media scrutiny. News Corp dominates the regional media landscape, while the taxpayer-funded ABC appears unwilling to investigate a decision involving nearly half a billion dollars.

Whether that silence is caused by cowardice, political sensitivity, institutional self-protection or sheer journalistic failure, the result is identical: the public remains uninformed, the decision-makers remain unchallenged and $472 million in public spending remains shielded from serious examination.

The ABC does not get to market itself as fearless investigative journalism while looking the other way when the questions become politically inconvenient.

Australians fund the ABC to expose failures of government—not to help bury them.

If Four Corners cannot investigate the due-diligence failures behind a $472 million public grant, what exactly is it investigating?

And if the ABC refuses to ask these questions, Australians should start asking whom its silence is protecting.

Because this scandal is not disappearing.

Neither are the documents.

Neither are the water allocations.

And neither is the question the ABC continues to avoid:

Who approved $472 million of public money without establishing the full truth about the water already available to Cairns?
